We are facing two major developments that run parallel.

The worlds of the smart car (automotive) and the smart road (traffic management) are growing towards each other. In a country as the Netherlands that has a densely cross-linked road network, the cooperative car can only offer a solution (or improvement) in combination with connected and cooperative systems. The car that is strictly autonomous is egocentric and does not anticipate on what happens kilometres before it. Therefore, connectivity and cooperativity are needed. That is why the DITCM programme is aimed at bringing these two developments together.

Besides this, an upscaling of connected, cooperative and automated systems is going to take place. Because the advantages of smart solutions such as improved mobility, higher safety but also sound revenue models in the business chain, can only be achieved when they are applied on a larger scale. By preparing the environment of the continuously smarter vehicles in a rapid pace in the Netherlands, with all issues related, we offer foreign countries the possibility to use our experience and to learn from it.


Five-layers model for upscaling?

Upscaling processes take place on five layers. Public-private cooperation is needed on all layers and a programmatic approach will help speed up the upscaling. In this model DITCM’s role is mainly in the ‘realisation’ layers and the ‘facilitation’ layer (preconditional programme and streamlining test facilities).

However, in order to play this part well, it is necessary that layers that concern mission/vision, putting subjects on the agenda and harvesting are also arranged properly. In this DITCM has a facilitating role from expertise and experience. Connekt and AutomotiveNL mainly strengthen the upper two layers from their international network and their relation with the ministries of Economic Affairs and Infrastructure and the Environment.
